초록

본 논문은 근대 산업도시에서 현대 문화도시로 도시의 패러다임이 바뀜에 따라 현대 도시공간에서 공공미술이 형성됨으로써 발생하는 여러 입장들과 담론들에 관한 올바른 이해를 위해 독일의 ‘뮌스터 조각 프로젝트’를 중심으로 살펴 본 연구이다. 근대 산업사회의 폐해들이 드러나는 20세기 후반에서부터 더 이상 도시는 진보의 상징이 될 수 없었다. 시민들은 더 이상 권력에 의한 체제와 물량위주의 개방도시 보다 문화예술 공간의 개발의 필요성을 점차 요구하게 되었다. 탈산업화 지역은 사회적, 환경적, 문화적 부작용을 수습하고 도시문화 전략을 도시의 주요 정책으로 부각시키면서 점차 현대의 도시공간은 인간이 머물기 좋은 문화공간이 창출되는 도시로 바뀌어 가고 있다. 이러한 변화에 의해 현대 사회의 ‘공공공간’도 분산, 단절된 공간들의 시공적 연결이 이루어지고, 공간적 경계의 역할과 기능도 전환이나 이전이 가능하게 되었다. ‘경계공간’은 이러한 현대 도시공간의 성격이 모호해지는 상황, 즉 공적공간도 아니고 사적공간도 아닌, 소비와 문화공간이 중첩되는 공간의 개념으로 등장하였다. 그러므로 현대미술은 경계공간을 포함한 도시공간에서 다양한 모습으로 전시, 배치될 수 있는 도시공간과의 유기적 결합이 가능하게 되었다. 1977년에 출발한 독일의 ‘뮌스터 조각 프로젝트’는 이와 같은 전시배치로 도시와 건축물의 안밖을 넘나들며 뮌스터시를 미술관화 하고 있다. 이 프로젝트는 시작단계에서부터 ‘공공성’과 미술의 ‘자율성’에 관한 장기적이고 지속적인 연구를 위하여 2007년까지, 매 10년마다 4회째 열리고 있는 공공미술 프로젝트이다. 이 프로젝트의 지나온 30여년의 역사는 1967년 존 월렛이 ‘공공미술’이란 개념을 공식화한 이후, 공공미술이 도시공간에 일반 대중을 위해 공개된 장소에서 설치, 전시되기 시작한 역사와 같은 연장선상에 있다. 그러므로 4회에 걸친 ‘뮌스터 조각 프로젝트’의 흐름을 돌아보며 확장된 장으로서의 공공미술의 변천과 동시대가 요구하는 공공적 가치를 지닌 미술을 살펴보는 것은 현재 공공미술 의 방향을 제시하고, 미래의 공공미술에 관한 예측을 위해 의미 있는 일이다. 전시형태 외에도 ‘뮌스터 조각 프로젝트’는 도시의 ‘장소성’을 기획하기 위한 포괄적인 도시문화전략의 일환으로, 도시정체성 창출이라는 틀 구조 내에서 장소에 유일무이성과 진품성의 가치를 부여하며 전개되어 가고 있다. 이는 장소를 물리적으로 보지 않고, 사회적, 문화적정치적 소통의 공간으로 간주하며, 지역공동체와 관람객의 참여, 일시적 작업 등을 제안하는 것이다. ‘새로운 장르의 공공미술’에서 ‘장소’는 작품을 피어나게 하는 원인의 공간이자 삶의 현장이다. 이러한 ‘장소 특정적 미술’에 의해 뮌스터의 도시공간 곳곳은 최상의 작품들로 탄생하게 된다. 그러므로 뮌스터에 초대된 작가들에게 ‘장소’는 동시대의 사회적, 정치적 문제와 제도 비평뿐 아니라 역사적 흔적까지도 포함하며, 이제 공공미술에서 ‘장소’는 작품을 나타내기 위한 도구가 아니라, 오히려 작품에 의해 장소가 ‘의미화’되는 것으로 이해되어야 한다. 이는 곧 뮌스터가 ‘지역’에 충실하며 시민의 ‘일상’으로 공공미술을 끌어들이려는 노력에 의한 특징적인 형태이기도 하다. 그러므로 ‘뮌스터 조각 프로젝트’는 장기적으로 연구되어 온 ‘공공장소에서의 미술의 공공성과 자율성’ 그리고 ‘장소 특정성’에 대한 시험적 무대의 역할로서 가치를 인정받고 있다.

 

This thesis focuses on the Sculpture Project Muenster in Germany as the lens through which to understand the various perspectives and discourses, which have emerged as a result of public art in modern urban space that has been created by the shift in urban paradigm from a modern industrial city to a contemporary cultural city. The city’s credibility as the symbol of progress from the late 20th century began to decline as the evils of modern industrial society began to appear. There was increasing demand by citizens for the need to develop spaces for culture and art rather than an open city that was based on the structure under the authority of the state and evolved around the amount of resources. As the post-industrialization areas are controlling the social, environmental and cultural side effects and emphasizing the strategy on urban culture as the city’s main policy, the contemporary urban space is changing into a city that creates a cultural space good enough for people to stay. Due to such changes, the dispersed and disconnected spaces of the “public space” in the contemporary society are being reconnected in time and space, and it has become possible for the role and function of spatial boundaries to change and move. The “boundary space” has emerged as the concept of a space where the characteristics of the contemporary urban space become vague, that is, a space that is neither public nor private and where consumption and cultural space overlap. In this regard, it has become possible for contemporary art to combine organically the boundary space with the urban space so that they can be exhibited and arranged in diverse ways. The Sculpture Project Muenster of Germany which began in 1977 has turned the city of Muenster into an art gallery with the exhibitions and arrangements that encompass both the interior and exterior aspects of the city and its buildings. This public art project, which takes place every ten years, was held for the fourth time in 2007. From the initial stage, this project was designed for the long-term and continuous research on the “publicness” and “autonomy” of art. The thirty-year history of this project is on the same continuum as the history of public art as it began to be installed and exhibited in open spaces for the general public after John Willett formulated the concept of “public art” in 1967. Therefore, reflecting on the flow of four Sculpture Project Muenster over time and examining the changes in public art as an expanded arena and the art that meets the public value for a generation can suggest the direction of contemporary public art. This is meaningful in predicting the future of public art. Apart from its form of exhibition, the Sculpture Project Muenster is part of a comprehensive urban culture strategy that is intended to design the “placeness” of the city and it is bestowing the values of uniqueness and authenticity to the place within the framework of the creation of urban identity. This regards the place not as a physical location, but as a space of social, cultural and political communication, encouraging the production of temporary works and participation from the local community and visitors. The “place” in the “new genre public art” is a space of origin that makes the art work blossom and creates the site of life. With such “site-specific art,” various urban spaces in Muenster are reborn with the best works of art. In this sense, “place” for the artists who are invited to Muenster involves not only a critique of the social and political issues and systems of the time, but also historical traces. Thus the “place” in public art now has come to be understood not as a tool that presents the art work but as a thing that is “signified” by the art work. In other words, this means that Muenster is a characteristic form that has been created by efforts to remain dedicated to the “local area” and bring public art into the citizens’ “everyday life.” Therefore, the Sculpture Project Muenster is recognized for its value as the experimental stage of the long-term research on the “publicness and autonomy of art in public place” and “site specificity.”
